The Portland Police Bureau needed a way to engage human trafficking victims with its officers. 

 

Victims are often traveling with their captors. And they rarely speak English.  

 

The solution: RED MEANS HELP - find a red object and flash it to a police officer.

 

The campaign ran on public transit because that is how victims are transported. And the copy was translated to the victim's native languages.
